1] are you guys still doing builds? if so, what files do i need to download now to use builds, since the pc intro/ending are already apart of the content? is the binary all i need?
2] ive noticed that the content, music, and speech files are no longer in .zip/.rar form. they all end in .uqm. how do i open them, or can a change them to .zip/.rar. or do i just associate my winrar with .uqm files?
ps: great job guys! keep up the good work hobby.

before .4, the builds had an updated binary along with updated content that i assume contained all the info for the intro and ending credits(pc version).
here
now that the intro/ending have been included in the content. i also assumed that all i need to use for the builds(if there still being done) was to replace the updated uqm.exe. did you follow along now...

The snapshot builds will likely continue as before. If any content gets updated along with code, the content update package will be posted along with updated exe. So as a general rule, you need to download both if you want to continue using the snapshots (later). However, the snapshot build system has not been completely updated yet to handle post-0.4 code.

thank you very much fossil, thats excatly what i needed to know. im done here, thanks for the help, yall.
No, just rename them with a .zip extension if you want to unpack them; associating .uqm files with WinRAR will likely confuse/anger WinRAR. ok, will do. or wont do, i should say.
You are aware that you don't need to unpack the content to play the game, right? yes, im aware. dont unzip them. i just need to insert a moded ogg file for my custom melee battle music. i just wanted to go about it in the right way, thats all. thanks for the heads up.
