What is the best program to use Quake 3 source code?

So, i get this Quake 3 source code and i wonder... What is the (FREE) best program to "work" whit Q3 so i can "use" it best?

I don't remember much, but I made some .bat file for compilation, I think it used q3asm to compile. It generated some qvm files that I placed the proper Q3 directory (Q3root/modname/vm/), then they automatically popped up in the Q3 mod menu. I used wordpad for the code, but I never made anything advanced.
