Getting keys.cfg to work in Windows?

I suspect this is a consequence of bug 274, but I haven't been able to get the keys.cfg file to work in the Windows install. No matter what modifications I make to it, none of them work. Does anyone know a workaround for this? It feels like I should be able to put the file somewhere else and it will work, but I'm not exactly sure where that is.
